Waste from Retail Stores

I work part-time in a retail store a few days a week near my home.  What I have observed: materials that can be reused are being put into the recycling or the trash.  Store owners are not willing to store the material to use them again because they said there is not enough storage space for the materials.

The store owner orders products for the store and those products come into the store in boxes and have packaging around the product .  The boxes can be reused and usually so can the packaging but instead they are wasted.  This also brings up the fact that the transportation is adding to the air pollution, noise pollution, traffic, road repairs, etc.

In a small town the stores should be more green and conscientious of their environmental impact.  There is a plastic bag ban for the grocery stores but it seems the gift stores are able to use plastic bags.  Why is there a double standard?  Is there a way to educate the store owners so they would be willing to reuse and maybe even repurpose the packing and shipping materials?  Please let me know if you have any ideas or comments.  Thank you!
